CIC PND: Personnel Qualification Certification in Non-Destructive Testing for the Civil Engineering and Cultural Heritage Sector

Managing structural integrity in the civil engineering and cultural heritage sector is a matter of ensuring safety and preservation through reliable and minimally invasive diagnostic assessment. While instrument technology is fundamental, the specific competence of the operator should not be a secondary consideration. On the contrary, the process must start from the certified qualification of personnel, which defines the technical-regulatory framework and informs every phase of the evaluation chain, from data acquisition to result interpretation.

The CIC PND certification system applies internationally recognized principles for the qualification of Non-Destructive Testing (NDT) personnel, guaranteeing standardized and verifiable competencies. The Level 2 Certificate attests to full operational qualification to autonomously plan and execute tests, as well as to interpret and evaluate results according to codes, standards, and specifications. Specifically, it qualifies the holder for the application of the Infrared Thermography method (TTCiv) in the field of Civil Engineering and Cultural and Architectural Heritage, issued in compliance with ISO UNI EN 11931:2024, as well as for the same method in pre-service and in-service testing within the manufacturing sector (fabrication c; f; w; t; wp; p), in compliance with UNI EN ISO 9712:2012.

The system shifts the accreditation of competencies from a generic training certificate towards a regulatory qualification specific to method and sector. Instead of referring to general knowledge, the CIC PND certification clearly defines the level of responsibility (Level 2), the applied method (Infrared Thermography TTCiv/TT), and the normative field of application (ISO 11931:2024 for civil and cultural heritage; ISO 9712:2012 for industrial testing). This allows clients, regulatory bodies, and designers to rely on professionals whose work is traceable, repeatable, and compliant with precise reference standards, operating within a defined limit of certified competence and diagnostic reliability.
